PROVISION OF PLUMBING SERVICES TO GASHORA ETM

WASH, EDUCATION, AND LIVELIHOODS TO REFUGEE, RETURNEES, ASYLUM SEEKERS, AND HOST COMMUNITY IN RWANDA

Brief description of the project

The project WASH, EDUCATION, AND LIVELIHOOD TO REFUGEES, RETURNEES, ASYLUM SEEKERS AND HOST COMMUNITY IN GASHORA ETM is implemented by WVR under the UNHCR-funded Project for the budget year 2025.

With the increased number of structures in Gashora ETM requiring plumbing services through maintenance of previously existing accommodations, offices, and other structures, a newly constructed accommodation building with 3 floors, a new health clinic with 2 floors, and a community center, World Vision Rwanda will continue to oversee all activities related to plumbing and maintenance. It is in this regard that WVR seeks to recruit a Plumber to support in plumbing works and related tasks in GASHORA ETM.

MAJOR DUTIES & RESPONSIBILITIES FOR A PLUMBER

  • Plan and complete all necessary steps in the installation, maintenance, repairs, and servicing of all plumbing systems (portable water, drainage, and sewer systems).
  • Install, repair, and maintain chilled water, steam, drainage, sewage, and other plumbing systems.
  • Inspect and troubleshoot instances of system malfunctions, interruptions, and failures.
  • Operate reamers, threading disks, sewer tapes, pipe cutters, and other plumbing equipment and hand tools.
  • Inspect joints, valves, pumps, sinks, commodes, tanks, and other plumbing system components to locate malfunctions, repair, and replace, when necessary.
  • Inspect, troubleshoot, repair, and maintain plumbing equipment, including, but not limited to, faucets, lavatories, toilets, flush valves, sinks, backflow devices, valves, and water meters for all infrastructure at ETM Gashora.
  • Perform preventative maintenance inspections and repairs on base facilities, including, but not limited to, compound water systems and related devices, and sanitary waste drainage for all infrastructures at the ETM Gashora.
  • Repair or replace water lines, property recirculation lines, and sewer lines.
  • Install new plumbing fixtures, including, but not limited to, sinks, commodes, urinals, faucets, garbage disposals, and related devices.
  • Ensure all water storage facilities are full and treated as per water treatment plans in GASHORA ETM.
  • Respond to emergencies during or after normal working hours, even during the weekends, to resolve immediate safety concerns.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience, or on-the-job training:

Qualification required

  • To be a Rwandan by Nationality
  • He/she must have a Diploma or have completed secondary school in Plumbing, Mechanics, and/or other related options.
  • Knowledge of standard practices, processes, and related tools, equipment, and materials common to the plumbing trade.
  • Knowledge of applicable plumbing codes
  • Skilled in the installation, repair, and maintenance of all types of plumbing systems.
  • Good Interpersonal Skills and Self-motivated
  • Minimum of three years of previous experience working in the plumbing sector. Being familiar with plumbing in emergency response and/or humanitarian context is an added value.
  • Proven experience of working as a plumber within an International NG
  • Fluency in written and verbal English or French (preferably) and the ability to communicate confidently and effectively in these languages (written and spoken).
  • Experience in undertaking assessments and providing overviews of plumbing requirements for a complex building.
  • Experience in establishing strong working relationships with colleagues from diverse functions and culture
  • Experience with a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast-paced environment with tight deadlines, and proactively identifying and addressing issue

Duration

This agreement will be in effect starting from the day of the last signature to 31st December 2025, with the possibility of renewal or extension based on performance.

Eligibility for Application

The submission of bids will be done through the WVR e-procurement system. Individuals interested in bidding must express their interest by providing their details through this link: Plumber re-advert. The deadline to express interest is on 23/07/2025 at 04:00 pm.

Bidders who express their interest will be sent an email to access the World Vision International Rwanda e-procurement system (Coupa), where all instructions will be provided.

NB: The plumbing services will be provided for an estimated period starting upon the date of signing the agreement between the service provider and World Vision International Rwanda up to 31st December 2025, with a possibility of extension.
