Background
Land O’Lakes Venture37 is the recipient of awards from the U.S. Agency for International Development (USAID) and USDA to implement Cooperative Development Program 4 (CD4), Orora Wihaze Activity and Trade of Agriculture Safely & Efficiently in East Africa (TRASE) in Rwanda. The Land O’Lakes office is in Kigali, Gasabo at KG 546, Street 1, Golden Plaza. Land O’Lakes districts of implementation include Kayonza, Ngoma, Rwamagana, Bugesera, Gicumbi, Gakenke, Burera, Nyamasheke, Rutsiro, Nyamagabe, Ngororero, and other operational areas including Musanze, Rusizi, Rubavu, Nyabihu, Nyagatare, Huye, and Muhanga districts.
Purpose of the RFQ:
The purpose of this RFQ is to invite qualified transport service providers to submit quotes for field transport services outside of Kigali for Land O’Lakes venture 37 Staff and consultants for a 12-month period from the date of contract/purchase order signing.

Nature of the procurement
This is a preferred provider procurement. Selected vendors will become a go-to provider for a period of 12 months, adhering to the negotiated price for that timeframe.
The details of the requirements and the terms and conditions for the procurement are given below:
Conformity with technical specification /terms
The bidder can provide a quote conforming to the specifications in point number 14 “submission instructions” and suited for Rwanda conditions. Alternative offers may be considered if they are more favorable.

Cost breakdown
• Total price to provide Field Transport services outside of Kigali for Full day rental inclusive of driver and fuel
• Total price to provide Field Transport services outside of Kigali for Monthly rental, inclusive of driver and all vehicle related repairs/maintenance, fuel cost excluded
• Taxes shown separately
• Specify any discounts

Price
Price quoted in Rwanda Francs must be net, less any discount offered. Please show tax separately.

Validity
Prices offered in the quotation must be firm and valid for 12 months from the closing date of the RFQ. No increase in price will be considered after closing of the RFQ.

Delivery Date
The service provider is expected to deliver on demand/request from the Land O’Lakes Venture37 throughout a period of 12 months.

Inspection
Land O’Lakes Venture37 will review and do all the necessary assessments before engagement into the service agreement/purchase order prior to signing.

Taxes
Service Providers are requested to show tax amount separately.

Award
Award will be made to the “service provider(s)” that offers the best overall value and service to the project which meets all the terms and conditions of this solicitation. Land O’Lakes Venture37 may further conduct discussions and negotiations with one or more finalist providers prior to making a final selection.

Evaluation Criteria
• Total cost - 40%
• Proven experience-20%
• Meeting submission instructions - 40%

Vehicle specifications*
• Vehicles with capacity to carry at least 4 passengers
• Vehicles with capacities to work in the field roads (4x4)
• Vehicles’ year of manufacture should be 2013 or newer
• Vehicles with valid documents: Insurance, vehicle inspection certificate/technical control.

Submission Instructions
In expressing interests and preparing offers, please provide the following to aid in the selection and follow-on discussion for selection consideration:
• Firms should provide a Company registration certificate, company name, areas of practice*.
• Indicate the type of vehicles to be used in service meeting the desired specifications in point number 13
• Provide proof of ownership of at least two vehicles of the required specifications
• Bidders with Proven history/experience: “a list of clients with contact names for references in lieu of or in addition to “proven history/experience providing transportation services to other organizations similar to Land O’Lakes Venture37”
• Registered VAT payer and certificate of tax compliance with RRA

Quotations for Field Transport in Rwanda should be submitted via e-mail to ProcurementROW@landolakes.org  by Friday, November 5th, 2021. The selected bidder will sign a negotiated Field transport agreement /Purchase Order with the Land O’Lakes Rwanda Field Office.
The subject line of email submissions must read: “Field Transport in Rwanda: Land O’Lakes RFQ# 21-ROW -PROC-0011” File size should be no larger than 5 MB.

Right to Cancel Solicitation and Reject Offers
Land O’Lakes Venture37 reserves the right to accept or reject any offer or cancel or reissue this RFQ without assigning any reason. Land O’Lakes Venture37 is under no obligation to issue a contract as a result of this RFQ.

Expenses relating to submission of quotation.
Issuance of this RFQ in no way obligates Land O’Lakes Venture37 to award a contract or purchase order and bidders will not be reimbursed for any costs associated with the preparation of this bid. All preparation and submission costs are at the bidder’s expense.
