Terms of Reference for the provision of consultancy services to conduct a baseline study for GenG Programme in Rwanda

Background and context
About RWAMREC
Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence in Rwanda. RWAMREC works in the following 4 areas: Community empowerment, building Healthy Families, Promotion of Gender Justice, and Youth Mentorship. RWAMREC operates in 24 districts of Rwanda to promote gender equality and to fight against sexual and gender-based violence.

About Generation Gender (GenG) Rwanda Program
Generation G Rwanda is a coalition led by RWAMREC that brings together three NGOs including the Rwanda Men’s Resource Centre (RWAMREC), Health Development Initiative (HDI), and African Youth and Adolescent Network (AfriYAN), which have been collaborating in gender-related advocacy efforts since 2017. The objective of this 5 years program is to meaningfully engage youth for a gender just and violence-free society that gives impetus to the Gender and GBV policies in Rwanda.

The Generation G Rwanda coalition intends to contribute effectively to the amplification of young feminist voices, strengthening the role of young men as allies, by focusing on human rights and youth participation and reversing harmful norms and unequal power relations stemming from intersecting identities, to embrace sexual and gender diversity through a gender-transformative approach.

The coalition needs to have pre-established success indicators to track the implementation of activities that will come from a baseline that will inform the project strategies and interventions. Additionally, from a learning perspective, this baseline study will be conducted to inform the project interventions in the light of the theory of change, which will help establish the real policy need for change. And it is in this regard that RWAMREC is looking for an individual consultant or a company to conduct this baseline which will inform the project strategies and interventions;

Purpose of the assignment

The purpose of this assignment is to support RWAMREC in conducting a high-level Baseline Study to inform the five years of the Generation G programme in Rwanda.

Expected outcomes
At the end of this assignment, we expect to have:
• Well-documented notes from the reflection session with Generation G programme coalition.
• The Baseline Study final report.

Tasks for the consult
The individual consultant or company will:
• Review the Generation G Rwanda project documents.
• Do a succinct literature review of data sources related to the programme themes: gender-based violence, youth advocacy, and legislative barriers to gender equality in Rwanda. The consultant will build on the literature review already conducted for the proposal.
• Conduct a 2-day reflection meeting with country coalition members (The content and methodology of the session will be guided by and agreed upon with country coalition members and Promundo which provides technical assistance to RWAMREC):

Deliverables
The consultant will submit:
• Inception report detailing the methodology for the assignment and the work plan
• A report/ notes from the reflection session.
• A final baseline study report.

Requirements for the consultant
• Proven knowledge and working experience of at least 5 years in conducting baseline research in gender-based violence, youth advocacy, and legislative barriers to gender equality in Rwanda.
• Have worked with and understand policy advocacy in the Rwandan context.
• Understand the legislative barriers to gender equality in Rwanda
• Have the ability to speak and write fluently in English.

Duration of the consultancy

The assignment shall be done in 10 days from 1st August and should be completed by 25th August 2021
