Job Description
Job Title: Programme officer
Group: Education Services - SSA
Dept/Project/Service: BLF - Programmes
Reports to: Programme Manager
Responsible for: Program Assistant and HR & Administration Assitant
Usual office base: Kigali
Job purpose:
Assist with the coordination of the day-to-day BLF field activities of the programme. The position also aims at coordinating human resources for the programme.
Job Objectives:


Programme support

  • Support in project planning and design for activities with implementing partners, including contributing to the preparation of budget, project and work plans
  • Support the Programme Manager(s) in the maintenance of programme tools including updating them on regular basis.
  • Provide support and guidance to field team and help in coordination of various field activities
  • With support of the Programme Assistant, ensure timely delivery of the programme materials to field
  • Review and approve the payments of Mobile money for BLF beneficiaries
  • Maintain and regularly update filing systems for the project
  • Take notes and prepares agendas, notices, minutes and resolutions for internal/external meetings, workshops, and distribute to appropriate staff
  • Serve as child protection and safe guarding focal point person for the BLF programme
  • Ensure all staff are trained on safeguarding and child protection
  • Ensure the project comply with safeguarding and protection principles including signing the CP policies and reporting

Human Resource Management

  • Reviewing and filing employment applications in order to evaluate qualifications or eligibility of applicants.
  • Support in all the recruitment and selection process, including advertisement, shortlisting and interviewing.
  • Prepare contracts, appointment letters, transfer letters and any other related correspondence
  • Develop and implement comprehensive induction and probationary monitoring processes
  • Ensure that HR related Files (hard and electronic) are kept confidential and updated in line with the policies and regulations of the organisation.
  • Respond to personnel issues or escalate them appropriately
  • Compile, record and control the implementation of annual leave plans, and maintains appropriate record for all leaves
  • Managing and maintaining contracts, personnel files and other employee information and up to date personal records for all employees and consultants in accordance with legal requirements and Ed Dev Trust policies and proceduresincluding timesheet.
  • Assist in implementing the Human Resource policies and Procedures
  • Regularly file the Performance evaluation documents
  • Ensure the staff IDs and business cards are prepared for all new staff
  • Ensure that RSSB and RRA issues are timely handled
  • With support of the administration assistant, ensure expatriates and their families have up-dated/valid visas/work permits and passports renewed accordingly at all times


Office Management

  • Ensure general building facilities, health & safety and security of the office is properly handled
  • Approve the ordering of necessary goods and services for the office
  • Assist in preparation of conferences/workshops where necessary
  • Maintain contract renewals register for service agreements, maintenance agreements, lease agreements, hire agreements etc. Ensure all renewals are reviewed in a timely manner for ongoing effectiveness, value and need.
  • Take up any other responsibilities assigned by the Programme Manager


Knowledge

  • Holder of a bachelor's Degree or equivalent in management, education, Project management or related fields
  • A professional qualification in project management and/or education is an asset
  • A thorough understanding of Rwandan labour law and Human resources management principles


Experience:

  • At least 5 years' experience in programme management and/or coordination
  • Proven experience in human resources management
  • Experience working with local government authorities
  • Experience with child protection and safeguarding is essential
  • Strong organizational skills, ability to take initiative and solve problems/deliver results on time
  • Experience of establishing strong working relationships with colleagues within and from different organizations and cultures
  • Ability to work as part of a team
  • Experience serving in administration position desired

  • Proficiency in computer skills and use of relevant software and other applications, e.g. word proccessing, spreadsheet, database, internet

  • Ability to liaise with line manager to ensure the effective management of workload
  • Ability to prioritise workload and deal with multiple requests and work activities at any given time.
