  1. Background

The Rwanda Climate Change and Development Network (RCCDN), funded by a consortium comprising Trōcaire, the Scottish Catholic International Aid Fund (SCIAF), and Christian Blind Mission (CBM) UK, is implementing the Climate Just Communities (CJC) Program in Ngororero District. The CJC Program aims to foster sustainable development and climate justice by empowering vulnerable communities and enhancing their access to resources and services that promote environmental sustainability and resilience to climate change

 The Rwanda Climate Change and Development Network (RCCDN) through the Climate Just Communities (CJC) Program in Ngororero District is dedicated to improving the livelihoods of vulnerable households through sustainable agricultural resources. As part of this initiative RCCDN plans procure and distribute 993 pigs and 507 goats to the programme participantse that include elderly groups, people with disabilities, female-headed households, youth-headed households, and other marginalized groups within the district. It is in this regard that RCCDN is looking for a competent Company/ individual or any other service provide to procure and distribute the small livestock and veterinary kits in Ngororero district, sectors of Kavumu, Muhanda and Kageyo

  1. Objective of the assignment

The objective of this assignment is to procure and distribute small livestock (goats and pigs) and veterinary kits to the identified households. The selected supplier/service provider will be responsible for ensuring the quality of the livestock and veterinary kits as well as their timely and efficient distribution to the participants.

  1. Scope of work

The selected supplier will be required to do:

  • Procurement:
    • Source and procure 993 pigs and 507 goats that meet the required health and quality standards suitable for the local environment
    • Source and procure 993 pigs and 507 goats that meet the indicated technical specifications below
  • Veterinary Kits:
    • Provide start-up veterinary kits for each goat and pig. Each kit should include:
      • Antibiotics (Sulfadimidine 100g)
      • Multivitamin supplements (Introvit 100ml)
      • Injectable iron supplement (Intrafer 100ml)
      • Dewormers(Albendazole 300 mg)
    • Ensure that all veterinary supplies are of high quality and newly produced (not expired).
  • Distribution:
    • Transport and distribute the livestock to the identified program participants at the sector level in Kageyo, Kavumu, and Muhanda Sectors of Ngororero District.
    • Collaborate with RCCDN, local authorities and community leaders to ensure smooth and efficient distribution
    • RCCDN Will provide a list of selected programme participants that will receive Small livestock and the distribution plan to the supplier that worn the tender

  1. Deliverables
  • Distribution of 993 pigs, 507 goats and the above-mentioned veterinary kits to the selected programme participants
  • A final report detailing the procurement and distribution process, including signed list of programme that received the small livestock, challenges encountered and how they were addressed.

Note: Any animal that dies within 7 calendar days will be replaced by the supplier.

  1. Timeline

The entire assignment is expected to be completed within 30 calendar days from the date of contract signing.

6.Reporting:
The supplier will be reporting to RCCDN management and provide regular updates on the progress of the distribution. Any issues or deviations from the agreed-upon plan should be promptly reported for timely resolution.

  1. Qualifications and experience:
    The local company or individual supplier or local service provider must demonstrate the following:
  • Proven experience in the procurement and distribution of livestock in rural communities, more preferably in Ngororero District.
  • CV of at least one staff member (veterinary) who will lead the selection of animals, highlighting their expertise in veterinary services and knowledge of the required veterinary kits.
  • Experience working with vulnerable and marginalized groups.
  • Ability to work within the timelines and provide regular updates on progress.
  1. Application documents required:

The following terms and conditions shall be observed during the evaluation process:

  1. A commitment letter to deliver all required items within 30 calendar days after signing the contract.
  2. Certificate of good standing issued by RDB.
  3. A valid RRA tax clearance and RSSB clearance certificates for Companies
  4. Proof of using EBM.
  5. Two certificates of good completion for similar works (distribution of small livestock) in recognized organizations/institutions.
  6. CV of at least one veterinary staff member leading the animal selection.
  7. A financial proposal (quotation) including all related taxes, transportation costs (from the selling point to the distribution site), and other associated costs.
  1. Submission instructions:
    Interested companies, individual suppliers, or service providers who meet the required criteria shall submit their sealed technical and financial bids addressed to the Coordinator of RCCDN. These should be submitted to the organization’s Secretariat offices, located in Rukatsa Cell, Kagarama Sector, Kicukiro District, no later than Wednesday, August 14, 2025, at 11:00 AM local time.
