II. Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners.  IOM is dedicated to promoting humane and orderly migration for the benefit of all.  It does so by providing services and advice to governments and migrants.

Context

Under the overall supervision of the IOM Rwanda-National program officer, the consultant will work in collaboration with the Key relevant institutions which includes, Rwanda development Board (RDB), Ministry of Public Service and Labour (MIFOTRA), Directorate General Immigration & Emigration (DGIE), Ministry of Foreign Affairs & International Cooperation (MINAFFET), National Institute of Statistics of Rwanda (NISR) and International Organisation for Migration (IOM) to establish an Institutional Framework for operationalizing a labour market testing approach, set criteria that will facilitate employers to recruit, manage foreign workers and come with skills transfer mechanism to the national counterpart.

III. Responsibilities and Accountabilities

The selected consultant will be in charge to Develop a Gender Sensitive Labour Market Testing Framework: In particular-

  • To conduct a review of the existing literature and best practices on labour market testing frameworks.
  • Identify responsible organ(s)/Authority(s) and effective mechanism to test and approve the performance, skills and experience of a foreign needed workers under Labour Market Testing (LMT) Mechanism.
  • Define an institutional framework to manage and operationalize LMT and point out roles and responsibilities for each institution/Agency/Body involved in the operationalization.
  • Develop a comprehensive labour market testing framework.
  • Consult with relevant stakeholders, including HR Staff, hiring managers, and employees, to ensure that the framework is practical and feasible.
  • Develop a final report that includes labour market testing framework and recommendations for implementation. 

Methodology

  1. Conduct a comprehensive stakeholder analysis to identify key role players responsible for labour market testing and labour migration management in Rwanda.
  2. Conduct a desk review on the current Labour Market testing mechanism.
  3. Conduct interviews with the key stakeholders to collect information on the relevant policies, practices, structures, legislation, and coordination mechanisms regarding labour market in Rwanda.
  4. Conduct an interview with the relevant stakeholders, migrant workers to get their view on the challenges, barriers on the existing legislation, policies, institutional structures, and coordination mechanisms pertaining to labour marketing framework in Rwanda. Identify the challenges and provide recommendations in line with international good practices.
  5. Lead the process of developing a gender sensitive labour market testing.
  6. Facilitate workshops to review the draft report and collect final inputs and comments from the stakeholders.
  7. Finalize the draft report.
  8. Present, participate, and provide expert advice in technical working group (TWG) meetings and workshops as per the request from IOM, DGIE, MIFOTRA and RDB.

Outputs 

How the work must be delivered

All outputs related to this assignment must be reviewed and approved by IOM and RDB before they are shared with other stakeholders.

The consultant will be required to deliver the following:

  • Report of the first technical meeting with IOM and RDB and approved Inception report
  • Report for validation workshop for draft report
  • Final report to IOM and RDB after incorporating inputs from the TWG.
  • Final Report approval by the government High Level Officials (Steering committee). 

Performance indicators for evaluation of results

Regular meetings and reports with RDB and IOM contact persons for this project. The consultant(s) will also be expected to work closely with the team within DGIE and MIFOTRA.

  • Submit an inception report outlining the proposed methodology and work plan.

  • Updating the research tools to gather information on all of the objectives noted above, including interview and/or survey questions and focus group discussion questions, as well as an appropriate sampling framework. These tools will be reviewed by the technical committee and relevant feedback incorporated.
  • Conducting a desk-based review of existing information and sources, including secondary data and statistics, on the demographic and socio-economic composition of the Labour market.

Four weeks since the date of contract signing

  • A comprehensive report on the current labour market situation in Rwanda, including analysis of labour market testing related issues and challenges, as well as a comparison with other countries.  
  • Set of policy recommendations on the design, implementation, and monitoring of labour testing framework for Rwanda, including recommendations on the institutional framework, criteria for assessing labour market needs, and the role of stakeholder.
  • Develop a skills transfer manual to facilitate skills transfer monitoring and evaluation.

Six weeks since the date of contract signing

  • A proposed framework for operationalizing labour market testing in Rwanda, including guidelines on the recruitment and management of foreign workers, processes for labour market testing, and criteria for granting work permits.
  • Facilitate the organized workshop to validate findings from consultations.

Eight weeks since the date of contract signing

  • Facilitate the organized workshop to validate the draft report (findings of labour market testing framework) to the key stakeholders and gather inputs.
  • Submit the final report incorporating all inputs provided during validation 1 week after validation meeting.

Ten weeks since the date of contract signing

IV. Required Qualifications and Experience

Education

  • Master’s degree from an accredited academic institution in Labour Economics, Economics, political or social sciences, or other relevant subject with at least 5 years of relevant professional experience.

or,

  • Bachelor’s degree in the above-mentioned fields with at least 7 years of relevant professional experience.

Experience

  • Extensive experience in conducting labour market research, labour market testing research or occupation demand list research, including previous experience in employment policies.
  • Extensive knowledge of labour migration in Rwanda and beyond.
  • Knowledge and understanding of the relationship between migration of foreign experts and ODL with national development.
  • Knowledge of the Rwandan Labour Market.
  • Advanced experience in drafting labour market testing frameworks research tools and sampling frameworks, as well as data management and analysis.
  • A minimum of 5 years of relevant professional experience in research institutes, governmental, inter-governmental, or non-governmental organizations.
  • Experience in working with Government authorities in Rwanda and in liaising with other national /international institutions.
  • Advanced experience in drafting research tools and sampling frameworks, as well as data management and analysis. Proof of this is required. 

Travel required:

The Consultant may be required to travel. The International Organization for Migration (IOM) will take care of the costs of travel in accordance with IOM’s travel policies, including IN/6.
