JOB TITLE: Provincial Laboratory Coordinator – Rwanda PHIA, ICAP Rwanda (3 positions)

ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
In partnership with the United States Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIA) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide allocation of resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.


ICAP, in partnership with the Ministry of Health (MoH) and the Centers for Disease Control and Prevention (CDC), is planning to conduct a PHIA to estimate the population-level impact of the national HIV prevention, care and treatment programs in Rwanda In addition to providing important programmatic information to the MoH and relevant stakeholders, this assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.


OVERALL JOB FUNCTION:
Reporting to the Laboratory Advisor, the Provincial Laboratory Coordinator is responsible for overseeing the satellite laboratory component of the PHIA within Rwanda. The Provincial Laboratory Coordinator will also work closely with the survey partner Rwanda Biomedical Center (RBC) to ensure that laboratory samples are correctly collected, processed, and transported in a timely manner.
This is a grant funded, One-year contract, Non-Renewable.


RESPONSIBILITIES:

  • To manage and control the laboratory protocol and services as required in the implementation of the RPHIA Project in Rwanda at provincial level
  • Provide technical expertise, leadership, and mentoring to laboratory staff based in Rwanda, primarily those at the satellite laboratory
  • Ensure that laboratory samples are correctly collected, processed, and transported and that results are returned in a timely manner.
  • Ensure adherence to set Standard Operating Procedures (SOPs) for the implementation of all lab related aspects of the RPHIA project.
  • Ensure implementation of QA/QC procedures for the collection, processing and storage of other study-related lab specimens including for HIV and Hepatitis B testing
  • Ensure laboratory specimen data are correctly captured in PHIA database
  • Liaise with the Procurement & Logistics Officer, Warehouse controller for the timely movement of all laboratory supplies as planned
  • Ensure proper storage of all survey electronic and paper based documentation
  • Ensure Non-conforming events have been resolved
  • Supervise and coordinate standard laboratory activities.
  • Perform any other duties as assigned by supervisor.

MINIMUM QUALIFICATIONS:
Minimum Degree in medical laboratory sciences/ biomedical sciences


PREFERRED EXPERIENCE AND OTHER SKILLS:

  • Registered with RAHPC with current practicing license
  • Laboratory-based experience (at least 2 years)
  • Those with recent national HIV survey experience and managing practical laboratory information systems will have an added advantage.
  • Strong organizational and good analytical laboratory skills
  • Strong interpersonal and communication skills
  • Strong team player
  • Proficiency in relevant computer applications: MS Word, Excel, Internet, Email, etc.
  • Ability to function independently or with minimal supervision
  • Ability to adhere to medical research ethics as provided
  • Ability to work flexible hours (day and night shifts) as required

TRAVEL REQUIREMENTS
This position will be based at selected district or provincial laboratories across the five provinces in Rwanda
