Ingenuity Ltd. is a public health consulting firm in Rwanda that provides services in areas of health programs design and implementation, health management systems, health policy and strategy design, and technical assistance across a number of health clinical areas.

Ingenuity Ltd seeks to hire a highly qualified, dedicated and experienced national for the position of Accountant and Administration Officer for ‘Ingobyi’ Activity–– a five-year USAID-funded Activity implemented by an IntraHealth International-led consortium. Ingobyi Activity aims to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda. The position will be based in Kigali and report to the Ingenuity Ltd Managing Director.

Purpose:

The position is responsible for the day to day accounting functions of the Ingobyi activities implemented by Ingenuity Ltd. He/She will leverage appropriate systems and follow proper accounting procedures to disburse, account for, and report usage of funds. This position will process staff travel advances, manage petty cash, process payments, review all program expenditures, and prepare financial reports. She/he will advise the Managing Director on all financial matters to ensure that all processes are compliant with USAID rules and regulations, accounting standards, local laws, and good business practice.

Essential Accounting Duties:

  • Takes the lead on the development of administration and finance policies and procedures, e.g. time reporting, procurement, and others as needed.
  • Accounting of expenses and other financial transactions, mainly involving expense entry, tracking and record keeping;
  • Assists in the processing of vouchers and other cash management tools;
  • Uses professional accounting concepts and the organization’s policies and procedures to solve problems related to Finance and Administration.
  • Ensures completeness of supporting documents before processing payment, and prepares payment vouchers in support of payments for project activities and suppliers’ invoices and confirms such payments are in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and general ledger chart of accounts and project code;
  • Processes payments for staff travel advances, ensuring advances are liquidated on time and accurately;
  • Raises journal vouchers or adjusting journals for necessary reviews and approvals;
  • Provides support in compiling and submission of the monthly and other ad hoc financial reports, and address financial reports review comments whether in relation to travel and activity advances & respective liquidations, or others;
  • Scans accounting documents on regular basis for electronic filing and transmission as needed.
  • Maintains petty cash and petty cash payments according to approved procedures, including conducting regular petty cash counts
  • Makes payments to workshop or training participants (including travel and meals refunds) as designated by the supervisor;
  • Supports program staff in preparation of activity budgets; and establishes a system for budget execution and budget monitoring (will include preparation of Budget-vs-Actual reports)
  • Processes checks or transfer orders to suppliers and employees, deposits transfer orders to the bank;
  • Ensures adequate filing of finance documents; Manage duty, VAT and other taxes as per donor and local statutory requirements
  • Maintain all tax records for the project
  • Performs other duties assigned by the supervisor.

Essential Administrative Duties:

  • Creates, organizes and maintains project filing system. Keeps files up to date on a daily basis.
  • Prepares payroll and secures its approval by the Ingenuity Director, follows up on employee inquiries regarding payroll, benefits…etc.
  • Types memorandums, letters and other documents as required by Ingenuity Ltd. Managing Director.
  • Maintains correspondence tracking logs.
  • Schedules appointments as necessary i.e., books venues for workshops, training, etc.
  • Purchases office supplies.
  • Assists Ingenuity’s client with miscellaneous secretarial assignments.
  • Completes weekly reports timely and accurately.
  • Verifies vendor invoices as to ensure accuracy and compliance with terms of delivery.

Minimum Required Education & Experience

  • Master’s or Bachelor’s Degree in Finance or Accounting;
  • Minimum of 3 years’ work experience as an accountant for an international organization; 5 years preferred;
  • Knowledge of accounting management procedures and tools
  • Good knowledge of office Management software (Excel, MS Word, Outlook, etc.) and accounting software (QuickBooks);
  • Strong Analytical and organizational skills;
  • Communication skills in English (reading/writing) is required;
  • Good organizational skills; able to work with a light supervision;
  • Experience working on USAID-funded programs is mandatory, and knowledge of 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and the Standard Provisions for Non-US NGOs.
