Timeframe of the assignment
Rwanda has maintained steady growth and macroeconomic stability for the past 15 years, between 2001 and 2015 real GDP growth averaged at about 8% per annum. However, the rate of unemployment and underemployment is high and most of those in employment still work in poorly paid positions, above all in agriculture. Although primary school attendance is comparatively high in Rwanda, the fast majority of youth leave schools hardly equipped for the labour market. A strong middle class that could provide for a solid foundation for the country’s economy does not exist. The programme Eco-Emploi is part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation and will be implemented between June 2016 and May 2019. Eco-Emploi embodies an integrated approach of technical and vocational education and training, labour market interventions and private sector development. It supports the economic sectors ICT, wood economy, tourism, E-commerce and Logistics and the Creative Industries [above all audio-visual business]. The economic empowerment of women and people living with disabilities are a cross-cutting effort in all activities of the programme. Eco-Emploi’s success is mainly defined by the amount of jobs that are created though the programme’s activities.

Background
Professional Career Guidance is still a new topic in Rwanda. Since a few years, career guidance became a mandatory service for TVET schools, universities and employment service centres to offer career coaching to students, respectively jobseekers, in reality this service lacks qualified and dedicated coaches, information material as well as a systemic strategy. While a professional career depends to a large extend on taking right choices based on professional advice and accessible information, to date, many students in Rwanda in absent of this services often take career decisions based on the influence of their closest environment, such as expectations of parents, inspiration by jobs performed by other family members and/or traditional stereotypes that exist with regard to which jobs are supposed to suit someone and which not. In consequence, many people decide for career path that do not fit their talents and therefore further contribute to the continuously increasing gap between qualified labour demand and the supply - a major reason for underemployment and slow economic growth.
Plans for setting up a career guidance information systems are under development. Once established, this information system would be a platform providing information material that helps user to understand career options in different sector, the usual tasks and working environment of different jobs, qualification and training options in Rwanda, etc. – channelled through different media and mediators which need to be identified, engaged and capacitated.
Strategy
The objective of the assignment is to increase the number of young persons who receive career guidance and improve the accessibility of related information through the establishment of a knowledge management system and multi-stakeholder distribution network.

Establishment of Distribution Network
The products and information gathered in the knowledge management system shall reach out to as many as persons of the defined target group. The consultant will identify and analyse the information channels and landscape of information distributors around the defined target group which has the potential to provide access to career guidance information and services. The analysis shall cover formal (and rather obvious) distribution systems, such as Career Counsellors at TVET Schools, but rather start form the target groups’ perspective and the systems through which information are currently received, be it informal youth clubs, WhatsApp Groups or faith-based community organisations.
Beyond the question of distribution, the landscape analysis shall also investigate on potential/existing (in)formal career counsellors, quality control mechanism, financing mechanisms and producers of career guidance information products as well as the actual material (leaflets, videos, etc.). Furthermore, the analysis will comprise of a capacity development assessment on human and organisational level, including recommendation for capacity development measures starting from trainings to the development of guidelines, etc. In addition, different options - in terms of structure, function, operational model and composition - for a network of career guidance distributor, including its coordination, will be developed.
Based on the analysis described above, the consultant will collect all existing career guidance information material that has been developed in recent years by private and public organisations, including development partners. This comprises of all range of material such as leaflets, posters, videos, radio productions. Quality criteria will be developed and the information material be selected accordingly for further distribution. Where feasible, information material will be adjusted to pass the selection criteria. A suitable management system will be developed to support career coaches in the utilization of the material. The systems shall also be accessible for career coaches in other organisations, e.g. employment service centres.
At a later stage of the project, recommendations for a comprehensive national career guidance information system will be developed and presented. The recommendations should be based on the lessons learned during the assignment as well as on a research on international best practices replicable in Rwanda. They will also include a resource plan (human and financial) with specifies the requirements for the maintenance of the system.
The consultant will facilitate the establishment of a multi-stakeholder distribution network for career guidance. Starting from the promotion and acquisition of members (through presentations and other communication material), over the development of necessary documents to agree on and clarify about the nature of the network as well as other support documents that ensures its functioning. Among those documents, the consultant will also support the development of a joint first year’s action plan. This action plan shall comprise of both, measures to strengthen the internal capacities as well as outreach distribution interventions.
Process and Methodology
Phase 1: First two months

  • Initial meeting to agree on the mode of collaboration, provision of additional background information, clarification of open questions and content of inception report.
  • Presentation and approval of inception report.
  • Assessment phase (Outcome 1): Desk review, interviews, focal group discussion with representatives of the target groups and (potential) actors along the distribution chain of career guidance material

Presentation of recommendations for future national Career Guidance Information System
The consultant will work closely with the GIZ / Eco-Emploi Team and with the main governmental organizations in charge of career guidance aspects. The consultant will report to the Head of the Labour Market Intervention Component of GIZ / Eco-Emploi.
The “consultant” can be a consulting firm, a team of freelance consultants or a non-governmental association (NGO).
The lead consultant on this assignment has a university masters’ degree in a related subject.
Minimum of 7 years of working experience, preferably in education as well as in the private sector.
Experience in developing didactic concepts and career guidance.
Proven record of working in complex stakeholder environments.
Proficient in English and Kinyarwanda.
The assignment is from August 1st 2018 until March 31st 2019.
