1.  Background

The Government of Rwanda, through the Ministry of Health,  started to develop a national eHealth strategic plan with technical and financial assistance from the World Health Organization (WHO).

The National eHealth Strategy is a guiding document that presents a high-level plan to develop and implement Digital Health in Rwanda.  It will include (i) Rwanda’s long-term vision for Digital Health with a strong focus on the tangible benefits and deliverables that will be achieved over the next five years; (ii) the health sector IT and data strategic plan, which describes how the IT systems and infrastructure responds to the overall health sector goals and objectives; (iii)  the monitoring and evaluation framework, which enables a government to track and assess the success of the strategy; (iv) the leadership and governance structure that is needed to guide the implementation and ensure the timely completion of digital health deliverables and the realization of the associated benefits for Rwandans and (v) a costed implementation roadmap to identify the necessary resources to implement the strategy. The document is expected to define, among others, the IT governance, data governance, data architecture, national eHealth vision, national eHealth action plan, and the eHealth monitoring and evaluation plan.
