Job Summary

The Data Manager is a key member of the hospital’s administrative and clinical information team, responsible for overseeing the management, quality, and utilization of health data across all departments. This role ensures that the hospital’s data systems function efficiently to support clinical care, planning, research, and reporting in compliance with national health policies and standards.

Key Responsibilities

1. Health Information System (HIS) Management

  • Oversee the implementation, maintenance, and functionality of data platforms including EMR, LIS, DHIS2, and other systems used within the hospital.
  • Ensure interoperability between systems, provide user support, and coordinate system updates and backups.
  • Liaise with hospital IT teams and the Ministry of Health to maintain compliance and data system standards.

2. Supervision and Capacity Building

  • Supervise data clerks, records officers, and M&E staff across clinical departments (OPD, IPD, HIV, maternity, pharmacy, laboratory, etc.).
  • Conduct training and mentorship on data collection tools, indicator definitions, EMR usage, and reporting processes.
  • Support students and academic staff in data access and use for research.

3. Data Collection and Management

  • Ensure timely and accurate data entry and submission from all hospital units.
  • Monitor data quality by checking completeness, accuracy, and consistency.
  • Maintain secure digital and hard-copy data records in line with best practices.

4. Data Quality Assurance (DQA)

  • Lead hospital-level DQA activities, including reviews and validation exercises.
  • Identify data quality gaps and implement corrective actions.
  • Resolve data discrepancies in collaboration with clinicians and department heads.

5. Data Analysis and Use for Decision-Making

  • Analyze health service data to generate actionable insights.
  • Develop and present dashboards, scorecards, and summary reports to hospital leadership.
  • Support evidence-based decision-making in clinical and management meetings.

6. Reporting and Coordination

  • Prepare and submit reports to the following stakeholders:
    • Hospital Management
    • District and Provincial Health Offices
    • Ministry of Health (via HMIS/DHIS2)
    • Development partners (e.g., CDC, Global Fund), as applicable
  • Ensure adherence to all deadlines, formats, and reporting protocols.

7. Support for Teaching, Research, and Training

  • Facilitate data access for academic research and learning purposes.
  • Provide technical guidance on ethical data handling and research tools.

8. Monitoring and Evaluation (M&E)

  • Track hospital Key Performance Indicators (KPIs).
  • Participate in program evaluations, reviews, and operational research initiatives.

9. Confidentiality and Data Security

  • Enforce national data protection and confidentiality standards.
  • Implement secure access controls and data backup systems.

10. Liaison and External Engagement

  • Serve as the hospital’s focal person during audits, site visits, and evaluations.
  • Represent the hospital at external workshops, review meetings, and training programs related to data and M&E.

Qualifications and Competencies

  • Bachelor’s Degree (A0) in Health Information Systems, Statistics, Public Health, or related field. A Master's degree is an added advantage.
  • At least 3–5 years of progressive experience in health data management within a hospital or health institution.
  • Proficiency in health data platforms such as EMR, DHIS2, LIS, and Microsoft Office.
  • Strong leadership, analytical, and communication skills.
  • Familiarity with national health reporting frameworks and indicator definitions.
  • High ethical standards and commitment to confidentiality.
