Logistics Officer at Western Province (WP)

Job Responsibilities:

1. Asset Management & Record Keeping

  • Maintain accurate records of fixed and non-fixed assets.
  • Develop and update an asset recording system.
  • Conduct annual inventories of movable and real property.
  • Prepare inventory reports for decision-making.

2. Asset Maintenance & Repairs

  • Develop and implement an asset maintenance plan.
  • Prepare annual budgets for asset maintenance.
  • Oversee periodic maintenance of buildings, equipment, and facilities.
  • Ensure timely repairs and follow up on maintenance operations.

3. Store & Inventory Management

  • Manage stock entries and supplies to different departments.
  • Maintain updated store records and ensure stock security.
  • Handle rolling stock operations (insurance, registrations, accidents, etc.).
  • Keep stores and office premises clean and organized.

4. Procurement & Supplier Management

  • Prepare specifications for needed assets.
  • Verify delivered assets against specifications.
  • Review and validate invoices.
  • Liaise with suppliers and monitor service provider quality.

5. Vehicle Rent Management

  • Prepare and process vehicle requisition forms.
  • Negotiate with vehicle owners for quality service.
  • Verify and validate vehicle-related invoices.

6. Documentation & Archiving

  • Design and implement a documentation classification system.
  • Maintain electronic archives of provincial records.
  • Develop and enforce archives management regulations.
  • Coordinate with units to ensure proper documentation.
  • Network with other archives centers and professional associations.

Qualifications & Experience:

  • Required Education:
    • Bachelor’s Degree in one of the following fields:
      • Economics
      • Administrative Sciences
      • Management
      • Store Management
      • Accounting
      • Office Management
      • Finance
      • Library and Information Sciences
      • Public Administration
  • Experience:
    • 0 years of relevant experience required (entry-level position).

Required Competencies & Key Technical Skills:

  • Technical Skills:
    • Knowledge of supply chain management.
    • Material resources management.
    • Strong computer skills (MS Office, inventory software).
    • Analytical and problem-solving skills.
    • Negotiation and procurement skills.
  • Behavioral Skills:
    • Time management & organizational skills.
    • Interpersonal & teamwork skills.
    • Confidentiality & ethical conduct.
    • Clear communication (written & verbal).
    • Adaptability & conflict resolution.
  • Language Proficiency:
    • Fluent in Kinyarwanda, English, and/or French (knowledge of all is an advantage).
