The Center for Impact, Innovation and Capacity Building for Health Information Systems and Nutrition (CIIC-HIN), in collaboration with the Rwanda Biomedical Centre (RBC) and other stakeholders, is implementing the “Empower CHWs” project, funded by Expertise France through L’Initiative. The project aims to improve the delivery of community health services by strengthening the capacity of CHWs and their supervisors through AI-assisted, digitized training content deployed via an easy-to-use digital platform.

Through the Project consortium, CIIC-HIN will be in charge of adapting the module developed, from MOH / RBC, using a designed learning platform and ensure virtual mentorship during the rollout of interactive e-learning modules tailored to CHWs. 

Purpose of the Employment

The Module Development Expert will work in close collaboration with the E-Learning Specialist and project coordinator to contribute to both the design and delivery of e-training content. This includes supporting the digitization of training curricula, ensuring alignment with national standards, adapting materials for low-literacy audiences, and integrating them into the project’s digital platform.

The Module Development Expert will ensure that modules are content-rich, culturally and linguistically appropriate, gender-responsive, AI-ready, scalable and accessible on mobile/tablet devices for CHWs across Rwanda.

Scope of Work and Key Responsibilities

Joint Planning and Content Design

  • Collaborate with the project team to align instructional design with platform capabilities and user experience.
  • Participate in planning meetings to integrate training modules into a structured delivery schedule.
  • Adapt / develop a detailed module and deliver a roadmap using existing materials or collect supporting learning modules from field.

Training Content Development and Adaptation

  • Design context-specific CHW training modules covering areas such as maternal and child health, nutrition, GBV, community disease surveillance, digital literacy, etc.
  • Adapt content to adult literacy levels using audio-visual aids, translated content (Kinyarwanda), and learner-centered strategies.
  • Integrate follow up, supervision and mentorship elements into relevant modules.

E-Training Delivery Support and Monitoring

  • Support the project team to upload and structure content on project’s digital platform or compatible LMS.
  • Coordinate pilot testing of e-modules during rollout and incorporate user feedback.
  • Assist in virtual facilitation and provide technical support during initial training sessions.
  • Embed pre/post-test assessments and learning metrics within each module.
  • Support continuous quality improvement by reviewing learner analytics and feedback.
  • Participate in the evaluation of training effectiveness and documentation of lessons learned.

Stakeholder Engagement and Validation

  • In collaboration with the project team, liaise with RBC, Weltel, SFH and other technical partners to validate training content.
  • Facilitate a joint review and validation workshop for final module approval.
  • Support capacity strengthening of district-level trainers or CHW supervisors.

Deliverables

  • Produce a validated Module Development and Delivery Plan.
  • Develop digital training modules in both editable and specific project’s digital platform -ready formats.
  • Produce embedded and targeted assessments and module-specific guidance notes based on the learning outcomes of each module.
  • Conduct piloting of module developed and integrate inputs before submission of the final modules based on participant feedback.
  • Deliver monthly progress reports, quarterly and yearly reports outlining achievements, challenges, lessons learnt, and recommendations.

Required Qualifications and Competencies

Education:

  • Master’s degree in Education, Instructional Design, Adult learning (Andragogy), or related field.

Note:

  1. Certificate of Adult Literacy or adult learning is mandatory,
  2. Equivalent 5 years of relevant professional experience

Experience:

  • Minimum 5 years of experience in education or related field focusing on adult learning.
  • Demonstrated understanding of adult learning in low-resource settings, including non-literate audiences.
  • Experience working in a team supporting the training programs to end users with low or limited digital capabilities.

Technical Skills:

  • Knowledge and writing skills in Kinyarwanda Language is mandatory.

Personal Attributes:

  • Excellent communication and collaboration skills.
  • Commitment to quality, inclusion, and accountability.
  • Strong time management and adaptability.
