Job Summary
The Procurement Officer is responsible for planning, executing, and managing all procurement activities in compliance with national procurement laws and hospital policies. This role ensures timely and cost-effective acquisition of goods, works, and services to support quality healthcare delivery, while maintaining transparency, efficiency, and accountability throughout the procurement process.
Key Responsibilities
1. Procurement Planning
- Develop and implement the hospital’s annual procurement plan in consultation with department heads.
- Forecast procurement needs for medical supplies, pharmaceuticals, equipment, and services.
- Ensure procurement aligns with the hospital’s budget, operational plans, and priority needs.
2. Purchasing and Supplier Management
- Process purchase requests, prepare purchase orders, and ensure timely acquisition of items.
- Identify and manage a roster of prequalified suppliers and service providers.
- Evaluate quotations and negotiate to ensure value for money and quality compliance.
3. Tendering and Contracting
- Draft and issue tender documents: RFQs, RFBs, and RFPs.
- Organize bid evaluation processes and ensure transparent vendor selection.
- Prepare contracts and liaise with the legal and finance teams for review and execution.
4. Compliance and Documentation
- Ensure adherence to:
- National public procurement laws and thresholds
- Institutional procurement procedures
- Donor-specific guidelines (e.g., CDC, Global Fund, or other funders)
- Maintain complete and organized records of bids, evaluations, purchase orders, delivery notes, and contracts.
5. Inventory and Supply Chain Coordination
- Collaborate with the storekeeper, pharmacy, and biomedical units to monitor stock levels.
- Prevent overstocking or stockouts through proper planning and timely replenishment.
- Verify that all received goods meet specifications and quality standards.
6. Reporting and Analysis
- Prepare procurement reports for monthly, quarterly, and annual reviews.
- Analyze procurement data to identify trends, cost-saving opportunities, and vendor performance.
7. Audit and Compliance Support
- Provide procurement records for internal, external, or donor audits.
- Implement audit recommendations to strengthen procurement controls and accountability.
8. Ethical and Transparent Practices
- Uphold the highest standards of integrity, impartiality, and accountability.
- Avoid conflicts of interest, favoritism, or fraudulent practices.
- Promote non-discriminatory procurement processes and respect for competition.
9. Teamwork and Cross-Departmental Coordination
- Work collaboratively with finance, administration, medical, and project teams.
- Participate in hospital planning and review meetings to align procurement with operational needs.
10. Capacity Building and System Improvement
- Keep up to date with national procurement regulations and industry best practices.
- Recommend system improvements such as e-procurement, supplier databases, or digital filing systems.
Qualifications and Competencies
- Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, or related field.
- At least 3 years of experience in public procurement, preferably in a healthcare or donor-funded setting.
- Knowledge of national procurement laws and donor guidelines (e.g., CDC, Global Fund, PEPFAR).
- Proficient in Microsoft Office, and procurement software/systems is an added advantage.
- Strong negotiation, analytical, and documentation skills.
- High level of integrity, accountability, and attention to detail.

This position supports evidence-based decision-making, monitors key performance indicators, and contributes to service delivery improvement through robust data management and analysis. Key Responsibilities 1. Health Data Collection & Validation Ensure complete and accurate data collection from all service points (e.g., OPD, ANC, maternity, HIV, immunization, family planning). Utilize national tools such as HMIS, SISCom, EMR, and official registers. Perform routine data validation by identifying and correcting errors, duplications, and missing data in collaboration with clinical staff. 2. Data Entry and Management Enter data into digital platforms such as HMIS, DHIS2, and EMR. Maintain updated and organized digital and physical data records. Secure data backup and enforce data storage protocols. 3. Data Quality Assurance (DQA) Conduct regular data verification, consistency checks, and triangulation. Lead or support DQA activities as per Ministry of Health or partner standards. Build staff capacity in data quality improvement. 4. Data Analysis and Interpretation Analyze data to identify trends and create visual dashboards. Provide data insights to guide management decisions and improve performance. Track priority indicators such as immunization, ANC attendance, HIV testing and treatment, and malnutrition rates. 5.
