7. Context: Through the Government of the Republic of Rwanda, Water and Sanitation
Corporation (WASAC) has received funds from the African Development Bank (AfDB), to finance the Rwanda Sustainable Water Supply and Sanitation Program. Part of these funds is intended to cover eligible payments for the recruitment of Sanitation Expert to provide technical assistance in the program implementation and capacity building to WASAC staff

8. The Assignment: The objective of the consultancy services is to provide technical
assistance to the client for the preparation, designing and execution of sanitation projects (including but not limited to: centralized sewerage system, semi-centralized sewerage systems, on-site sanitation and solid waste management projects) under the program. The consultant will ensure that all projects related activities are carried out in accordance with the standards and best industry practice, while at all-time ensuring quality, cost effectiveness and timely completion. He/she will mentor and build the capacity of WASAC staff in developing and improving technical knowledge and understanding in sanitation infrastructure design and construction. To assist the client with preparation of regular status reports for the program and other reports that may be required, as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the client related to program implementation Water and Sanitation Corporation (WASAC) is the Executing Agency of the project. The assignment will be for a fixed period of Twelve (12) months with possibility of extension to a maximum of two years, subject to satisfactory performance of the consultant

10. Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank's "Procurement Policy for Bank Group Punded Operations dated October 2015, which is available on the Bank's website at http://www.afdb.org, The Individual Consultant will be selected on the basis of his/her relevant experience, qualifications, and capability to carry out the assignment. Please note that interest expressed by an Individual Consultant does not imply any obligation on the part of the Water and Sanitation Corporation to include him/her on the shortlist.

11. Qualification requirements:
• He/she shall have a master's degree in sanitary engineering or environmental
engineering (upon presentation of academic degrees in English or the original (6) and a notarized copy or copies of the translation to English)
He/she shall have at least eight (8) years of general experience,
He/she shall have at least five (5) years of specific expertise and full-time demonstrated experience in designing and building of sanitation projects (such as waste water treatment plants, waste water pumping stations, sewerage systems, faecal sludge treatment plants, solid waste treatment and management and other related sanitation installations)
Having actively participated in detailed studies (designs) of at least two (2) sanitation projects such as wastewater treatment plants, wastewater pumping stations, sewerage systems, faecal sludge treatment plants and other related sanitation installations contracted by a construction company, as sanitary expert,
Having actively participated in construction of at least two (2) sanitation projects such as wastewater treatment plants, wastewater pumping stations, sewerage systems, faecal sludge treatment plants and other related sanitation installations contracted by a construction company, as sanitary expert, Having actively participated in at least one (1) design and build project to deliver sanitation solutions, as sanitary expert.
• Having up to date knowledge of current design and construction best practice,
standards and specifications relating to sanitation engineering as applied to the Water/Sanitation sector through training certificates (at least three certificates within the last five (5) years).
Highly motivated and with a strong desire to promote technical excellence within project teams,

Have excellent written and verbal skills in English when communicating with stakeholders including technical and non-technical parties.
Having the capacity and ability to work under minimum supervision
Having the capacity to solve challenges that could raise during sanitation projects implementation and propose knowledge transfer strategies to the client's staff and stakeholders
Flexible approach to work including occasional to regular construction site visits

12. Remuneration: The consultant will be remunerated on monthly basis through a lump sum
(including fees, accommodation and subsistence allowances). The remuneration amount will be negotiated. The candidate will be responsible for obtaining personal health insurance at his/her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment
