1. Background Information:

The EmployAble Project: Girls and women with disabilities empowered and connected to social and economic opportunities in Rwanda referred to as EmployAble Rwanda is implemented in Rwanda within the period January 2022 to December 2023. The project is being implemented in the Bugesera district of Rwanda by UNABU with support from SeeYou Foundation. UNABU stands for Umuryango Nyarwanda w’Abagore Bafite Ubumuga translated in English as the Rwandan Organization of Women with disabilities.

The goal of EmployAble Rwanda is that “By the end of the project, the targeted girls and women with disabilities are empowered and connected to social and economic opportunities”.

The following specific objectives have been planned for EmployAble Rwanda:

  • Prepare girls and women with disability to identify and take up training, employment and livelihood development opportunities in their districts or elsewhere.
  • Increasing economic prospects for girls and women with disability by connecting them with demand-driven training in targeted sectors with high growth potential, life skills and entrepreneurship training, increasing access to finance, and expanding opportunities for youth-led and youth-friendly
  • Develop and/or strengthen organizations of girls, boys, women and men with disabilities to measurably and sustainably impact the lives of their members who are most vulnerable and serve as a vital resource for engaging, empowering, and connecting 

2. Purpose of the Evaluation:

The purpose of this evaluation is to assess “To what extent the outcomes and results of the project are attained and to what extent they do contribute to the realization of the overall objective as well as to what extend project implementation was effective and efficient”.

The evaluation is forward looking and will capture effectively lessons learnt and provide information on the nature, extent and where possible, the potential impact and sustainability of the EmployAble Rwanda project. It will also inform future programming strategy.

It will collate and analyze lessons learnt, challenges faced, and best practices obtained during implementation which will inform future programming strategy. 

3. Scope and focus of the Evaluation:

  • Scope

The EmployAble Rwanda End of Project Evaluation will assess the relevance, effectiveness, efficiency, sustainability and impact of the project. The evaluation will include review of the project design and assumptions made at the beginning of the project development process. Project management, including the implementation strategies; project activities; it will assess the extent to which the project results have been achieved, partnerships established, capacities built, and OPDs engagement. It will also assess whether the project implementation strategy has been optimal and recommend areas for improvement and learning. In order to achieve these objectives, we will focus on the areas in 3.2 below.

3.2 The Evaluation Questions

The following questions will guide the end of project evaluation. UNABU and SeeYou Foundation are open to discuss and refine evaluation questions with the consultant during the inception stage.

3.2.1 Relevance

  1. Was the project relevant to the identified needs?
  2. To what extent did the project achieve its results and overall objectives?
  • How many of the targeted girls and women with disabilities gained/sustained (self)employment and how did the project improve their social lives?

3.2.2 Effectiveness

  1. How effective has the project been in responding to the needs of the beneficiaries, and what results were achieved?
  2. To what extent did the Project’s M&E mechanism contribute to meeting project results?
  3. How effective were the tools/methodologies used in the implementation of the project?How effective was the Modular Soft Skills Training, the Community Based Soft Skills Facilitator model, and Community Volunteer model? What are the learnings from the Community Based Soft Skills Facilitator engagement with community volunteers. What are the leanings from the dependence on Community Volunteers to facilitate support to self- advocacy groups? Were Community Based Soft Skills Training Facilitators and Community Volunteers sufficiently equipped for the job? How have the Community volunteers performed their role towards self-advocacy groups, Financial/Credit institutions, government agencies, and the communities? 

3.2.3 Efficiency

  1. Did project activities overlap and duplicate other similar interventions (funded nationally and /or by other donors)?
  2. How were Organizations of Persons with Disabilities (OPDs) or self-help groups engaged?
  3. Could a different approach have produced better results (output, outcome and impact) with the available inputs?
  4. How efficient was the collaboration between UNABU and Churches and that between UNABU and SeeYou Foundation and how did that contribute to results? What worked well, what didn’t work well, and what should change? How efficient were the management and accountability structures of the project?

3.2.4 Sustainability

  1. Is there evidence that the main project interventions are likely to contribute beyond the project life?
  2. What are the key factors that will require attention in order to improve prospects of sustainability of Project outcomes and the potential for replication of the approach?

4. Institutional & Management Arrangements:

The evaluation will be managed by UNABU with support from SeeYou Foundation. A Joint Committee made of representatives of UNABU and SeeYou Foundation will facilitate discussions and decisions. The SeeYou Foundation Programme Manager shall be the SeeYou Foundation focal person for the evaluation.

The evaluation report will be submitted electronically to UNABU copy to Programme Manager at SeeYou Foundation. The MERL Specialist at SeeYou Foundation will provide technical guidance on the evaluation and ensure independence of evaluation process, and that general principles are followed.

5. Methodology for Evaluation:

This is a summative evaluation involving qualitative and quantitative methods to evaluate the “EmployAble: Girls and women with disabilities empowered and connected to social and economic opportunities” project implementation and performance and to make recommendations for future programming.

Data Collection: The EmployAble Rwanda End of Project Evaluation will be carried out through a wide participation of all relevant stakeholders including girls and women with disabilities, TVET colleges, Community Based Training Facilitators, Community-based trainers, Agakiriro centers, Community Volunteers, as well as partner organizations. Field

visits to selected project sites; and briefing and debriefing sessions with UNABU staff, as well as with development partners are envisaged. Data collected should be disaggregated (by sex, age, disability and location), where possible. 

In order to use existing sources/information and avoid duplication, data may be mainly collected from various information sources through a desk review that will include the comprehensive desk review and analysis of relevant documents, information, data/statistics, triangulation of different studies, etc. Data will also be collected from stakeholders’ key informants through interviews, discussions, consultative processes, and observations in the field. This phase will be comprised of review and analysis of relevant documents including the programmatic documents&reports (see annexes).

6. Expected Deliverables:

The following deliverables are expected.

  • Inception report: The Evaluator will prepare an inception report which details the evaluator’s understanding of the evaluation and how the evaluation questions will be This is to ensure that evaluator and the stakeholders (UNABU and SeeYou Foundation) have a shared understanding of the evaluation.

The inception report will include the evaluation matrix summarizing the evaluation design, methodology, evaluation questions, data sources and collection analysis tool for each data source and the measure by which each question will be evaluated. The report will include the scope of work, work plan, time frame, and analysis and budget. The inception report should include a proposed schedule of tasks; activities and deliverables, with clear responsibilities for each task. The inception report will be discussed and agreed upon with SeeYou Foundation considering input from the Joint Committee.

  • Draft Evaluation report: The Evaluator will prepare an EmployAble Rwanda Project End Evaluation draft Report (in English), and the report will be submitted electronically to UNABU, copy to Programme Manager at SeeYou Foundation. The draft report will be presented and discussed in a meeting with UNABU, SeeYou Foundation, and may include any other body/group deemed necessary to include. The report will be reviewed to ensure that the evaluation meets the required quality

SeeYou Foundation is responsible for ensuring timely arrangement for a Joint Committee meeting for the review and validation of the draft evaluation report.

  • The Final Report (maximum30 pages): This will include comments from the project The content and the structure of the final analytical report with finding,

recommendations and lessons learnt covering the scope of the evaluation should meet general requirements and should include the following:

  • Executive summary (max 3-page summarizing key evaluation findings, conclusions, lessons learned, and recommendations based on analysis of evidence)
  • Introduction
  • Description of the evaluation methodology
  • Findings
  • Best practice and lessons
  • Recommendations including guidance for future
  • Appendices: charts, terms of reference, field visits, list of people interviewed, list of documents reviewed, questionnaires of (semi-) structured interviews and overview of

7. Duty Station:

Evaluation will be conducted in the geographical areas the project takes place: Bugesera district of Rwanda.

8. Scope of Price Proposal and Schedule of Payments:

A final budget by the selected consultant including payment terms and methods shall be attached to the contract as annexes.

The contract price will be fixed regardless of changes in the cost components.

The consultant shall be paid the consultancy fee upon completion of the following milestones.

  • Adoption of the inception report 20% of the contract amount
  • Presentation of the draft report 40% of the contract amount
  • Approval of the final report 40% of the contract amount

The percentage of consultancy fees (installments) to be paid upon realization of each of the deliverables mentioned will be determined and included in the contract.

9. Timeframe for the Evaluation Process:

The evaluation is expected to commence in November 2023and end not later than the last week of December 2023.

10. Required expertise and qualification:

The Evaluator must have the following expertise and qualifications:

  • Extensive expertise, knowledge, and experience in the field of evaluation of development programmes
  • Prior experience in working with persons with disabilities and knows how to organize the evaluation process in an inclusive way.
  • Demonstrable experience of producing quality reports, on the basis of solid data gathering and in-depth
  • Demonstrable experience of working with/evaluating NGO
  • Demonstrable experience with participatory
  • Excellent written and verbal communication skills in Knowledge of Rwandan local language(s) and culture is an added advantage.
  • Knowledge of rights-based approach 

11. Selection Criteria

Submissions will be evaluated in consideration of the Evaluation Criteria as stated below:

The offer will be evaluated by using the Best value for money approach (combined scoring method). Technical proposal will be evaluated on 70% whereas the financial one will be evaluated on 30%.

12. How to apply:
